ECMI Handbook on qualitative minority indicators is released!

handbook coverECMI Handbook “Qualitative Minority Indicators: The Framework Convention for the Protection of National Minorities” is now available for download! The Handbook is authored by Mr. Francesco Biagini, Ms. Katarzyna Zbrowska and Prof. Dr. Tove H. Malloy.

The ECMI Handbook “Qualitative Minority Indicators: The Framework Convention for the Protection of National Minorities” offers an index of indicators to measure the performance of the European Framework Convention for the Protection of National Minorities (FCNM). Focusing on public policies adopted to support minority governance, the Handbook consists of 16 tables covering each one article of the FCNM, specifically, articles 3-18 which are the operational articles providing for government action.

The target users of the Handbook are the members of the ACFC, civil servants and
policy-makers as well as representations of minorities and non-governmental
organizations (NGO) working in the field of minority protection. It also might find users among human rights practitioners and students of human and minority rights and minority protection.

The Handbook is authored by ECMI Interns Mr. Francesco Biagini, Ms. Katarzyna Zbrowska, under the supervision of Prof. Dr. Tove H. Malloy.

About the authors

francescoFrancesco Biagini is currently pursuing a Master´s Degree in International Law and Human Rights at the UN-Mandated University for Peace. Supervised by Prof. Malloy, Francesco pursued internship at the ECMI working on a project of definition of piloting indicators for the Framework Convention for the Protection of National Minorities.

 

KatarzynaKatarzyna Zbrowska is currently pursuing a Master’s Degree in International Human Rights Law in Lund, Sweden. Supervised by Prof. Malloy, Francesco pursued internship at the ECMI working on a project of definition of piloting indicators for the Framework Convention for the Protection of National Minorities.

 

Prof. Dr. Tove MalloyTove Malloy 2015 - icon is ECMI Director and Adjunct Professor at the Europa-Universität Flensburg. Prof. Malloy also heads up ECMI’s research cluster Citizenship & Ethics. She is a Member of the Advisory Committee on the Framework Convention for the Protection of National Minorities (FCNM) in respect of Denmark.
