Improving the Delivery of Education for Roma, Ashkali and Egyptian Communities: Good Practices and Recommendations is the full title of ECMI Kosovo’s recently released manual for municipal officials.
As the title indicates, the manual delivers recommendations and good practice examples for relevant municipal officials of Kosovo.
The manual was officially presented at a conference on 19 October, tells ECMI Kosovo’s monthly Newsletter. The conference concluded the project supporting the Fushë Kosovë / Kosovo Polje municipality in improving the delivery of education to its ‘communities’.

Real life challenges described
The manual delivers more than good practice examples and recommendations. The background to why the project is needed is thoroughly and succinctly described. The subheadings hint about the challenges faced by the ‘communities’ and their municipal authorities:
- Low attendance and high drop-out rates
- Late enrolment and segregation in classrooms
- Poor performance and reduction in standards
- Lack of materials and education in the Romani language
- Lack of adequate community representation in school staff
The general overview of these challenges is illustrated by examples from research conducted by ECMI Kosovo in Fushë Kosovë/Kosovo Polje in late 2011.
Legal framework introduced
The manual also provides a clear overview of the main laws impacting the delivery of education for ‘communities’. It highlights the main legal obligations of municipal officials.
Secondly, it describes the responsibilities of and actions required from municipal officials as a result of the Strategy for the Integration of Roma, Ashkali and Egyptian Communities in Kosovo and its so-called Municipal Action Plan.
The wider project in brief
The manual was produced by ECMI Kosovo and editor Andrea Najvirtova as part of the project Improving the Delivery of Roma, Ashkali and Egyptian Education in the Municipality of Fushë Kosovë/Kosovo Polje.
The project aimed to improve the education of Roma, Ashkali and Egyptian communities. The strengthening of the capacities of municipal officials in Fushë Kosovë/Kosovo Polje was instrumental to the aim.
It was also the aim to implement the education component of the Municipal Action Plan as part of the Strategy for the Integration of Roma, Ashkali and Egyptian Communities in Kosovo 2009-2015.
This project was conducted in cooperation with, and supported by, UNICEF. It was carried out between August 2011 and October 2012.
